Abstract. The Information note presents the results of the analysis of the provisions of the Ukrainian legislation on humanitarian aid in terms of recognition of vehicles as humanitarian aid. Attention is focused on certain regulatory provisions on the accounting of humanitarian aid under martial law. Proposals for improving the legislative regulation of the procedure for recognizing vehicles as humanitarian aid are considered.

Abstract. The Information note provides information on the state of legislative support for the field of folk art crafts in the context of analyzing the draft Law of Ukraine «On folk art crafts» (Reg. No. 11526 of 28.08.2024). The author identifies gaps and analyzes trends in the development of Ukrainian legislation on the regulation of folk arts and crafts, as well as measures to support the preservation, development and financing of cultural industries at the level of the European Union.

Abstract. The informational note contains the results of a comparative study of the functioning of parliamentary budget offices in the EU member states. Based on the practice of the EU member states and taking into account the current needs of the Verkhovna Rada of Ukraine, the authors propose models for the establishment of a similar institution in Ukraine.

Abstract. The research examines the issue of legal regulation of liability for violation of sanctions in Ukraine and the introduction of effective mechanisms to prevent their circumvention and avoidance. The main parameters of the modern sanctions policy are outlined, the legislation of the European Union is analyzed to ensure the effectiveness of the sanctions mechanism in terms of establishing minimum rules for determining criminal offenses and punishments for violations of these EU restrictive measures. The prospects of harmonization of national legislation with the EU legislation, in particular in terms of introduction of the grounds of criminal liability for violation of restrictive measures, are generalized.

Abstract. This informational note examines the foreign experience of establishing and functioning of lawmaking entities. The main tasks of parliamentary rulemaking offices are outlined (on the example of the European Parliament, the Sejm and the Senate of the Republic of Poland, the Seimas of the Republic of Lithuania, the US House of Representatives and the Senate, the House of Commons and the Senate of Canada). Based on the results of the research, the proposals for the establishment of a Parliamentary Lawmaking Office in Ukraine provides, in particular: the mission and purpose of the Parliamentary Lawmaking Office are defined; the main tasks of the Parliamentary Lawmaking Office are formulated. The three models of the organisational and legal form of the Parliamentary Lawmaking Office were proposed: 1) created within the structure of the Secretariat of the Verkhovna Rada of Ukraine; 2) created within the framework of international technical assistance; 3) created as a separate legal entity (state organization, agency).
