The Research Service of the Verkhovna Rada of Ukraine has prepared an information note on ways to attract foreign investment into Ukraine’s economy and develop effective lending.
The information note examines key areas for developing mortgage lending, reducing the cost of credit resources, and creating new long-term financial instruments in the context of Ukraine’s economic recovery and the fulfilment of its European integration commitments.
Particular attention is paid to securitisation and covered bonds as instruments for developing the capital market, attracting long-term financing, and expanding opportunities to involve foreign investors in financing Ukraine’s economy.
The information note also analyses the provisions of the Draft Law of Ukraine “On Securitisation and Covered Bonds” (No. 15172 of 13 April 2026) in terms of its potential impact on the development of mortgage lending, the diversification of funding sources, and the approximation of Ukrainian legislation to EU law.
