Abstract. Based on the study of the experience of the EU Member States in implementing the provisions of Directive 2006/126/EC of the European Parliament and of the Council of 20 December 2006 on driving licences into national legislation, this analytical note analyses approaches to the implementation of certain provisions of the Directive (in particular on mutual recognition of driving documents, compatibility of rules regarding their validity, health requirements, driver qualifications and training) into the national legislation of the EU Member States (based on the experience of Belgium, Spain, France, and the Czech Republic).

Abstract. The information note presents the results of the analysis of the proposals envisaged by the draft law «On Amendments to the Law of Ukraine «On Employment of the Population» regarding the clarification of provisions on employment of the population» (reg. № 12459 of 31.01.2025). Special attention is paid to the conceptual framework of legislative regulation of relations in the field of employment. The author clarifies the economic and legal essence of the basic concepts in the field of employment.

Abstract.  The informational reference analyzes the need to establish military courts at the first and appellate levels in the judicial system of Ukraine, as well as the Military Judicial Chamber within the Supreme Court. In the context of the draft law (No. 13048-1 dated 11.03.2025) the risks that may hinder the proper implementation of the purpose of the draft law are indicated.

Abstract. The paper considers the role of energy regulators in ensuring the efficient functioning of the energy market of the European Union (EU), in particular in the field of tariff setting, energy supervision, etc. Special attention is paid to the activities of the Agency for the Cooperation of Energy Regulators (ACER) as a coordinator between national regulators. The functions of national regulatory authorities and the implementation of European norms in national legislation are analysed on the examples of France, Germany, the Czech Republic and Latvia.

Abstract. The policy brief contains the results of a comparative study of surrogacy legislation in the EU Member States and the United States. The author points out the conceptual differences in approaches to the regulation of relations related to the use of reproductive technologies - surrogacy. The author examines the peculiarities of legislative support for the surrogacy process in accordance with the laws and regulations of Greece, Ireland, Cyprus, Portugal, and the States of Washington and Oklahoma (USA). Attention is paid to the contractual relations regarding surrogacy, the rights and obligations of intended parents and surrogate mother, and measures of state control over the surrogacy process.

Abstract. The informational Reference presents the results of the analysis of the proposals envisaged by the draft law ‘On Compulsory State Social Insurance’ on improving the procedure for issuing, extending and controlling the validity of sick leave certificates’ (reg. No. 13062 of 04.03.2025). Particular attention is paid to the legislative regulation of measures to control the targeted use of compulsory state social insurance funds.

Abstract. The analytical note considers the issues of legal regulation and peculiarities of application of the concept of "electromagnetic space (spectrum)" in some states: the USA, Great Britain, Spain, Norway, Turkey, France. National legislation on this topic was analysed.  The position according to which the electromagnetic space (spectrum) should be considered as a separate domain of warfare is investigated. Attention is focused on the non-identification of individual concepts, in particular: “electromagnetic warfare” and “electronic warfare”, “cyberspace” and “electromagnetic space”. It is substantiated that the use of the electromagnetic space (spectrum) should be integrated, coordinated and deconflicted.
