On November 29, 2024, an important educational event was held in a remote format, organized by the European Parliament for the Ukrainian MPs and employees of the Secretariat of the Verkhovna Rada of Ukraine. The purpose of the training was to familiarize the participants with the peculiarities of the legislative process in the European Union, as well as to deepen their knowledge of the European Parliament’s structure and the main types of legislative procedures in the EU.
Welcoming remarks were made by Pietro DUCCI, Director-General, Directorate-General for External Policies of the Union (DLA), European Parliament, and Lesia Vaolevska, Head of the Research Service of the Verkhovna Rada of Ukraine. They stressed the importance of cooperation between Ukraine and the EU, as well as the importance of an effective legislative process for the development of inter-parliamentary relations.
During the training, Lucienne ATTARD, Head of Unit, External Policies, Directorate for Legislative Acts, European Parliament spoke about the structure and bodies of the European Parliament that make decisions, as well as about the mechanisms for the adoption of laws in the EU.
Ioana GRIGORAS, lawyer-linguist, Romanian section, External Policy/Enlargement Team, DLA covered the legislative powers of the European Parliament and considered in detail the main stages of the legislative procedure. She explained who participated in the process of adopting legislative acts, as well as what deadlines were set for their adoption.
Special attention was paid to the multilingual aspect of the legislative process. Kinga Wynands-Szentmary and Gunilla Pahlsson-Blum, linguistic lawyers from the Hungarian and Swedish sections of the External Policy/Enlargement Team, DLA shared their experience in the preparation of bills and their legal and linguistic finalization in the multilingual environment of the European Union.
This training was an important step in strengthening mutual understanding between Ukrainian legislators and European colleagues, which contributes to the development of parliamentary cooperation and supports the process of European integration of Ukraine.
