On 12–13 March 2026, staff members of the Research Service of the Verkhovna Rada of Ukraine took part in the international online training “Regulatory Impact Assessments”, organised by the European Institute of Public Administration (EIPA) with the support of the EU-funded Ukraine2EU Programme.
The training focused on modern approaches to Regulatory Impact Assessment (RIA) – one of the key tools for developing effective and evidence-based public policy, widely used in the Member States of the European Union and in OECD countries.
During the programme, participants explored the main stages of preparing a regulatory impact assessment, including identifying policy problems and their underlying causes, defining the objectives of government intervention, developing and comparing alternative policy options, and analysing the economic, social and environmental impacts of regulatory measures. The sessions also covered quality assurance mechanisms in regulatory policymaking, as well as approaches to monitoring and evaluating the effectiveness of adopted policy measures.
Particular attention was given to the application of regulatory impact assessment within the European Union, including its role in implementing the Better Regulation principles and promoting transparency in the policymaking process. Participants also engaged in group exercises designed to simulate the preparation of impact assessments for specific policy initiatives.
