Abstract. This informational reference examines the legal grounds for amending the Law of Ukraine “On the Prosecutor’s Office” with a view to aligning its provisions governing the prosecutor’s function of representing state interests in court with the requirements of the Constitution of Ukraine. The study was conducted in the context of the proposals set out in the Draft Law of Ukraine (No. 15253 dated 15 May 2026).

The study analyzes the Draft Law’s compliance not only with the Constitution of Ukraine but also with the fundamental principles of legislative drafting, the relevant documents of the Council of Europe and the European Union, the decisions of the Constitutional Court of Ukraine, and the current legislation governing the organization and functioning of the Prosecutor’s Office.

The study identified risks that may hinder the proper implementation of the Draft Law in law enforcement practice and the achievement of its declared objective of improving the functioning of the Prosecutor’s Office and aligning its functions with the Constitution of Ukraine and the legal position of the Constitutional Court of Ukraine.

Abstract. This informational reference examines the proposal to clarify other circumstances that objectively prevent a person from appearing upon summons in criminal proceedings, including participation by a Member of Parliament of Ukraine or a deputy of a local council in a meeting of the respective council or one of its bodies, in the context of the Draft Law No. 15249 dated 14 May 2026.

The study analyses the compliance of the Draft Law with the fundamental principles of legislative drafting, the current criminal procedural legislation, and other relevant legislation.

Abstract. This information note summarises the case law of the Court of Justice of the European Union concerning the interpretation of certain provisions of Council Directive 2006/112/EC of 28 November 2006 on the common system of value added tax and its impact on the national legislation of EU Member States and candidate countries. It highlights the current state of implementation of the relevant provisions of European Union law in Ukrainian legislation, and identifies the prospects for further alignment of national tax legislation with the EU acquis concerning the legal regulation of value added tax.

Abstract. This parliamentary study examines the current state of the legislative framework, in particular the latest amendments to legislation governing the management of state-owned land, strategic documents in this area, international experience, and proposals from academics and experts regarding the effective management of state-owned land. It analyses draft legislation on land relations currently under consideration by the Verkhovna Rada of Ukraine and provides recommendations for future legislative initiatives.

Abstract. The analytical note examines the conceptual foundations and mechanisms of parliamentary control in the field of defence procurement. Based on an analysis of the experience of Germany, France, and the Great Britain, it explores the control powers of parliaments and their role in the planning and monitoring of defence contracts. Particular attention is paid to government reporting procedures, powers to block expenditures, and preventing financial risks (overpayments, delays).

The German, French, and British models of parliamentary control of defence procurement are analyzed, and their common features and national specificities are identified. Based on the findings of the study, proposals are formulated for adapting best European practices to improve the system of civilian democratic control over the defence sector in Ukraine in the context of implementing priority principles of defence policy and developing the national defence-industrial complex.
