Abstract. The analytical note examines the conceptual foundations and mechanisms of parliamentary control in the field of defence procurement. Based on an analysis of the experience of Germany, France, and the Great Britain, it explores the control powers of parliaments and their role in the planning and monitoring of defence contracts. Particular attention is paid to government reporting procedures, powers to block expenditures, and preventing financial risks (overpayments, delays).
The German, French, and British models of parliamentary control of defence procurement are analyzed, and their common features and national specificities are identified. Based on the findings of the study, proposals are formulated for adapting best European practices to improve the system of civilian democratic control over the defence sector in Ukraine in the context of implementing priority principles of defence policy and developing the national defence-industrial complex.

Abstract. The parliamentary study reveals the concept and legal nature of royalties, analyzes Ukrainian legislation regulating their payment and taxation, and also studies the approaches used in international practice to regulate these issues. Based on the analysis of international documents, EU law and the experience of individual foreign states, the problems that exist in Ukrainian legislation on royalty taxation and possible ways to solve them are formulated. Special emphasis is placed on the regulation of creative industries.

Abstract. The information reference examines the legal justification for the possibility of expanding the scope of rights of servicemen from among persons released on parole from serving a sentence for the purpose of contract military service. The study was conducted in the context of the proposals provided for in the Draft Law of Ukraine No. 15225 dated 11 May 2026.
The compliance of the Draft Law with the requirements of the Constitution of Ukraine and the Criminal Code of Ukraine, the established rules of legislative drafting, provisions of current legislation that determine the basic principles of state policy in the field of social protection of military personnel and members of their families, as well as military service in Ukraine.
The results of the study revealed risks that may further complicate the proper implementation of the law during law enforcement activities, the achievement of the objective declared therein of improving the legal regulation of the procedure for military service under a contract by persons paroled from serving a sentence, equalizing their legal status with other categories of military personnel.
